A complete guide to PAT testing regulations for commercial premises in Ireland — what the law requires, how often testing must be carried out and how RFC ensures your business is fully compliant.
PAT testing (Portable Appliance Testing) in Ireland is governed by the Safety, Health and Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (General Application) Regulations 2007. These pieces of legislation require all employers to ensure that work equipment — including portable electrical appliances — is maintained in a safe condition and is suitable for use.
While Irish law does not specify exact PAT testing frequencies, the Health and Safety Authority (HSA) and Irish Standard IS 3217 recommend a risk-based approach — with testing frequency determined by the type of equipment, the environment in which it is used and the risk it presents.
| Environment | Equipment Type | Recommended Frequency |
|---|---|---|
| Office / Low Risk | Computers, monitors, desk lamps, phone chargers | Every 2–4 years |
| Retail / Medium Risk | Till equipment, display lighting, back-office | Every 1–2 years |
| Hotels / Hospitality | Bedroom, kitchen and conference equipment | Annually |
| Schools | Computers, projectors, kitchen equipment | Annually |
| Care Homes | All portable electrical equipment | Annually or per HSE/HIQA requirement |
| Construction / High Risk | Power tools, extension leads, site equipment | Every 3 months |
PAT testing must be carried out by a "competent person" — someone with sufficient training, experience and knowledge to carry out the testing safely and correctly. RFC's engineers are fully trained and experienced in PAT testing for all types of commercial premises. All tests are carried out using calibrated PAT testing equipment and full test records are provided on completion.
RFC provide a full electronic test record on completion of every PAT testing visit — ready for HSA inspection, HIQA audit or insurance requirements.
Care homes regulated by HIQA are subject to additional PAT testing requirements. HIQA's National Standards for Residential Care Settings for Older People require that all portable electrical appliances are regularly tested and that test records are maintained and available for HIQA inspection. RFC's PAT testing certificates for care homes are provided in a HIQA-ready format.
