What Are PAT Testing Regulations in Ireland?

PAT testing (Portable Appliance Testing) in Ireland is governed by the Safety, Health and Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (General Application) Regulations 2007. These pieces of legislation require all employers to ensure that work equipment — including portable electrical appliances — is maintained in a safe condition and is suitable for use.

While Irish law does not specify exact PAT testing frequencies, the Health and Safety Authority (HSA) and Irish Standard IS 3217 recommend a risk-based approach — with testing frequency determined by the type of equipment, the environment in which it is used and the risk it presents.

Who Must Carry Out PAT Testing?

PAT testing must be carried out by a "competent person" — someone with sufficient training, experience and knowledge to carry out the testing safely and correctly. PAT Testing Records — What Must Be Kept?

  • Description of each appliance tested — make, model, serial number
  • Location of each appliance on the premises
  • Date of testing
  • Result — pass or fail
  • Name and signature of the engineer who carried out the test
  • Next recommended test date
  • Details of any failed appliances and action taken

HIQA PAT Testing Requirements for Care Homes

Care homes regulated by HIQA are subject to additional PAT testing requirements. HIQA's National Standards for Residential Care Settings for Older People require that all portable electrical appliances are regularly tested and that test records are maintained and available for HIQA inspection.
