A fire risk assessment for commercial premises in Ireland must cover five key steps as required by the Fire Services Act 1981 & 2003 and the Safety, Health and Welfare at Work Act 2005:
Sources of ignition, fuel and oxygen on your premises. Electrical equipment, combustible materials, heating systems and any other potential ignition sources.
Staff, visitors, contractors and vulnerable persons who may be at risk. Those who work alone, in remote areas or who have mobility difficulties.
Assess likelihood and consequences of a fire. Put in place measures to reduce or eliminate risks — improved housekeeping, fire safety equipment, training.
Document all findings in writing. Prepare an emergency evacuation plan. Ensure all staff are trained in fire safety procedures.
Review and update the FRA at least annually or after any significant change to the premises, occupancy or activities carried out.
A formal written record of all findings, risks and measures — signed by a competent person. Must be available for inspection by fire authority or insurer at any time.
While generic fire risk assessment templates are available online, they carry significant risks for commercial premises. A template cannot account for the specific layout, occupancy, fire risks and compliance requirements of your individual premises. An inadequate or incomplete FRA can result in prosecution, closure and invalidation of your insurance.
Irish fire safety legislation requires the FRA to be carried out by a "competent person" — someone with sufficient training, experience and knowledge of fire safety. For commercial premises, this means a qualified fire safety professional, not a generic template completed by an untrained member of staff.
