What is a Fire Risk Assessment?

A fire risk assessment is a systematic evaluation of your commercial premises to identify fire hazards, assess the risk to people using the building, and put in place measures to reduce those risks to as low as is reasonably practicable. The assessment must be documented in writing and reviewed regularly.

Under Irish law, a fire risk assessment is not optional — it is a legal requirement for all commercial premises. The Fire Services Act 1981 & 2003, the Safety, Health and Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (General Application) Regulations 2007 all impose this obligation on commercial premises operators.

The 5 Steps of a Fire Risk Assessment

RFC's fire risk assessment follows the five-step process required by Irish fire safety legislation:

Identify Fire Hazards

Sources of ignition (heat, flames, electrical equipment), sources of fuel (combustible materials) and sources of oxygen on your premises that could start or spread a fire.

Identify People at Risk

Staff, visitors, contractors, customers and any vulnerable persons — including those with mobility impairments or those who work in isolated areas — who may be at risk in the event of a fire.

Evaluate & Reduce Risk

Assess the likelihood of a fire starting and the consequences if it does. Put in place measures to eliminate or reduce hazards — improved housekeeping, fire doors, detection systems, extinguishers.

Record, Plan & Train

Document the findings in a written fire risk assessment report. Prepare an emergency plan. Ensure all staff are trained in fire safety procedures and evacuation.

Review & Update

Review the fire risk assessment regularly — at least annually, or whenever significant changes occur on the premises (new equipment, altered layout, change of use or new staff).
