Portable Appliance Testing
for Commercial Premises

Portable Appliance Testing (PAT testing) is the process of checking electrical appliances for safety. Under Irish health and safety legislation, employers are legally required to ensure all portable electrical equipment in the workplace is safe to use and properly maintained.

RFC carry out PAT testing for commercial premises across Dublin and Leinster. Our engineers test all types of portable electrical appliances — from laptops and printers to kitchen equipment and power tools — and issue compliance certificates on the same day.

As part of RFC's one-stop fire and security service, PAT testing is available as a standalone service or included in your overall fire and security contract. One invoice. One team. One point of contact.

What is PAT Testing?

Portable Appliance Testing (PAT testing) is the routine inspection and testing of electrical appliances to ensure they are safe to use in the workplace. The term "portable appliance" refers to any electrical item that is not part of the fixed wiring of a building — this includes computers, monitors, phone chargers, kettles, toasters, power tools, extension leads, and thousands of other everyday workplace items.

PAT testing involves a visual inspection of the appliance, its plug and cable, followed by electronic testing using a PAT testing device. Items that pass are labelled with a pass sticker. Items that fail are removed from service and either repaired or replaced. A full test record is provided on completion.

Is PAT Testing a Legal Requirement in Ireland?

Yes. Under the Safety, Health and Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (General Application) Regulations 2007, employers in Ireland are legally required to ensure that all work equipment — including portable electrical appliances — is maintained in a safe condition.

While Irish law does not specify the exact frequency of PAT testing, the Health and Safety Authority (HSA) recommends that a risk-based approach is taken, with testing frequency determined by the type of equipment and the environment in which it is used. RFC advises all commercial clients on the appropriate testing frequency for their premises.

How Often Should PAT Testing Be Carried Out?

Environment Equipment Type Recommended Frequency
Office / Low Risk Computers, monitors, desk lamps Every 2–4 years
Retail / Medium Risk Till equipment, display lighting Every 1–2 years
Hotels / Hospitality Bedroom, kitchen, conference equipment Annually
Schools Computers, projectors, kitchen equipment Annually
Care Homes / Healthcare All portable electrical equipment Annually or per HSE requirement
Construction / High Risk Power tools, extension leads Every 3 months

What Does PAT Testing Include?

RFC's PAT testing service includes:

  • Visual inspection of appliance body, plug and cable for damage
  • Earth continuity test — checks the earth wire is intact and connected
  • Insulation resistance test — checks for deterioration of insulation
  • Polarity check — confirms correct wiring of plug
  • Pass or fail label affixed to each appliance
  • Full electronic test record — appliance description, serial number, test result
  • Compliance certificate issued same day
  • Detailed report of any failed items with recommendations

What Appliances Need to Be PAT Tested?

Any portable electrical appliance used in a commercial workplace should be included in a PAT testing programme. Common appliances tested include:

  • Computers, laptops and monitors
  • Printers, photocopiers and scanners
  • Phone chargers and USB hubs
  • Extension leads and multi-adapters
  • Kettles, toasters and microwave ovens
  • Commercial kitchen equipment
  • Power tools and cleaning equipment
  • Projectors and audio-visual equipment
  • Fridges, washing machines and tumble dryers
  • Desk fans, heaters and air conditioning units
